Are you referring to the binaries from
<https://windows.php.net/snapshots/>, or to the PHP 7.3.0 binaries from
<<https://windows.php.net/download/>.  If the latter that would explain
<https://bugs.php.net/77357> (the machine doesn't support AVX), and
would likely be something we'd have to document.
