Windows PECL builds with GitHub actions

Hi all,

Earlier this year I needed a PECL build and noticed that it wasn't
available for download.
I set up a GitHub action to build what I wanted. Then another.
Then I found out that the Windows PECL build machine was dead.
So I set up actions for a lot of the PECL extensions.

I'm not sure if you can use GitHub actions for the official PECL builds,
or if my work will help any.
