Missing DLLs for SSH 1.3 and 1.4

Dear PHP Windows Internal Team,

I hope this email finds you well. My name is Pierre-Henri Dupouy, and I am
writing to request the inclusion of DLLs for SSH2 versions 1.3 and 1.4 in
the upcoming releases of PHP 8.2 and PHP 8.3 for the Windows platform.

As part of our development environment, we heavily rely on PHP for various
applications. Recently, we have encountered a need for SSH2 versions 1.3
and 1.4 functionality within our PHP applications. However, we have found
that the required DLLs are not included in the current PHP 8.2 and 8.3
releases for Windows.

Given the importance of SSH2 functionality in many web applications, we
kindly request that you consider including the necessary DLLs for SSH2
versions 1.3 and 1.4 in the upcoming PHP 8.2 and 8.3 releases for Windows.
This addition would greatly benefit developers working on Windows
environments who rely on PHP for their projects.

We appreciate your time and effort in maintaining and improving PHP for the
