[INTERNALS-WIN] Windows PECL deps build script

Hi,

I work to write automatic builds for PHP Extension for Windows with 
GitHubAction.

Sometimes, I download the dependencies located here 
https://windows.php.net/downloads/pecl/deps/ to build the DLL.

But, I don't know the source code origin and the build batch to find a 
newer library version.

Where can I find the build instructions for each library with the source 
code location?
