[INTERNALS-WIN] Retroactively building PECL DLLs for PHP 8.4

--000000000000f261a90627d5999e Content-Type: text/plain; charset="UTF-8" Are there any plans to trigger Windows builds for the most recent releases on PECL for PHP 8.4 compatibility? I have some recollection of this being done in the past, but that was before the Windows build machine died and was revived earlier this year. For example: https://pecl.php.net/package/zephir_parser/1.7.0/windows was released shortly after PHP 8.4 and includes DLLS, but https://pecl.php.net/package/datadog_trace/1.5.1/windows was released a few days prior and does not. For additional context, I was alerted to this by a user asking for a working DLL of the MongoDB driver. I realized our last stable release was during the PHP 8.4 beta/RC phase, so the module API on our build artifact was incompatible. I popped over to PECL to see if there were any 8.4 builds there, noticed there weren't, and that prompted this question. We're likely going to make a patch release soon to ensure an 8.4 DLL is produced (both in PECL and through our own GitHub release process), but I figured I'd ask anyway since this could benefit other extensions as well.
