Snaps should work again now

Sorry, I hadn't realized the snaps build was broken or I'd have looked into 
it much, much earlier!

Greg misunderstood your instructions and amended the wrong function in 
phar/config.w32 under 5_3. And I stupidly didn't check it. I was testing 5_2 
at the time - which didn't need amending - but you're right that's no 
excuse.

Fixed now, in the way I outlined on this list earlier.
