Ah right, there's a prominent link to 
http://pecl2.php.net/downloads/php-windows-builds/source/ on the ICU library 
page, is why. Sorry. It'd be better to have generic links to the 'source' 
download page and the 'binaries' download page from the main libs page, 
since most of those library info pages don't have internal links at all. 
I'll have found that download at first sighting, and the rest of the 
binaries through the link you posted later.

It'd also be a good idea to repeat that pair of links throughout the libs 
page, e.g. before (or after) every block of lib info. I missed it completely 
on the libraries page in the first place because I was looking at the 'core 
extension' info and the download link is 2 full page-scrolls away from that 
on my screen.

Would you like me to fix that on the Wiki? No material changes, just making 
the site a bit easier to use.

I'm glad the binaries are there (very!), but it does rather make me wonder 
if I went through the setup so carefully for no reason... Whoever built them 
very obviously doesn't have the same VC 6 environment I do. Just to make 
both our lives complete - from a bit of googling I did, it seems the error I 
was getting is due to a bug in early .NET SDK code.
