I put 5/6 simply because as far as I recall, SP6 doesn't have any VC updates 
in it.

Just to clarify - you're saying that only the libs on that download page are 
provided? We seem to be a few extensions short of a distro in that case, or 
is that just my imagination?

I mean: 'resolv.lib' is loaded (assuming it's found, which it may not be 
because the path's wrong for it anyway). resolv_debug.lib is never loaded. 
The automation you and Liz talked about isn't implemented in 5_2, which is 
the only version that uses bindlib. IMHO it would be better to recommend 
that people build it directly from CVS like before, and fix the search path 
in config.w32 with the suffix 'Debug' or 'Release'. (It's trivial to build 
as you know.)
