No, please do not change config.w32 to add .. or whatever other
default path you use. Solutions have been described and the wiki will
be updated soonish as well (document the reason why no debug version
are available for 5.2.x, be bindlib or other).

You know my opinion about off-list discussions. Please keep them
online. But again, I would not spend too much time on this problem.
3.6 is not a maintained tree in the ICU project. VC9 uses 3.8 and we
are likely to move to 4.0 before 5.3-final (head uses 4.0 alreeady) as
it supports VC9 and x64 builds (future 4.x releases will have the x64
option directly in the sln, you have to create it yourself for now).
