Not sure to understand the term "effort" here. If something can't make
it until 5.3.0-final for technical or legal reasons (like for mssql),
then a simple note in the mssql page can do it.

After 5.3.0, be 5.4.0 or 6.0.0.

Sybase_ct will be present in 5.3.0, my comment in the bug said it will
take some time, not that it will never make it.

Other affected extensions are likely to be snmp and aspell.

Yes, we are working on something to solve the sqlserver drivers
problem on windows. More about that next year :)
