We already support VS, infact the only compiler besides on cygwim is the VC++ compiler included with VS we support, so saying we don't support VS is incorrectly. We however do not use project files etc. to compile php on Windows but rather commandline, and as Pierre said a set of tools to configure and build php from a makefile. Only some (old) and unmaintained/not supported project files still resides in the repository, mainly from back with PHP4 and DSW files.
