x86 win32 snapshots stalled.

Hi.
According to http://windows.php.net/snapshots/, the x86 win32 snapshots are
stalled. VC6/9 ts/nts are all affected. The x64 VC9 builds are fine.

The last build was 26th June 2009 17:00, though the VC6 x86 nts build was at
16:00.
