resurrecting pecl4win

Browsing quickly through the PECL ml archive, I read that there is no 
short-term plan to revive pecl4win, even though hosting/build machines 
are available for that.

If the original pecl4win sources are not available anymore because of a 
lost server and coder (I cannot find them on svn.php.net, at least), I 
still have a copy of it, with the patches I had done around 2 years ago 
- namely trying to build windows versions for every stable version in 
pecl rather than only building a daily snaphsot.

The code was far from perfect, as I tried to change the existing site as 
little as possible, and afaik the build process is somewhat different 
now (not tried it yet).

But still it could be a working base to get something useful out of the 
door - since nobody seems to have enough time to devote to a completely 
new site...
