Thank you for the confirmation of my logic.

In checking closer, I found the configuration logic was working 
properly.  My problem was that the build was using object files cached 
from the prior build.  Doing a simple 'nmake clean' between builds with 
different configuration options forced the header files to be 
re-evaluated and therefore adjusted based upon the new configuration.
