Yes it is.

If you look at http://oti1.php.net/logs/configure_fa.log, the log file
just terminates.

c:\php\binaries\PHP_5_3\php.exe configure.php -- --enable-chm
--enable-xml-details --disable-segfault-error --disable-segfault-speed
--with-lang=fa

now produces something more meaningful.

Running CHM builds to see new log files.
