HELP: Translation problem: /chapters/streams.xml

Hi,
I ask for help. I have difficulties to understand the meaning of this
expression mainly because of the word ''userland''
(Userland stream functions can be found in the <link
linkend="ref.stream">Stream Reference</link>.)
