I suggest we start working on it and decide as we go long according to 
general consensus.
 From the beginning I have been in favor of writing a language 
specification but I'm just saying that it should be aimed at the zillion of 
questions we get on all lists about language behavior which isn't obvious. 
i.e. the zillion of questions you get where you can't say RTFM. I want to 
be able to say, check out section 5.4.3 of the language spec to see 
*exactly* what global $a does language wise and what is undefined behavior.
