Help Required!!

  Hi There,
     I collected PHP4 from www.php.net . I got the
tarball from there and tried to install it on RedHat
6.0 and the error comes as " newly created file is
older than distributed file. Check your system clock".
How to fix it? 

   Again the windows zip version from the same source
also does not contain all the required files in README
of this group. How to procure that ?

 Can anybody come in HELP!! PLS........
