Looking at setting up a us mirror in California

Hi my name is Wesley Kirkland, (Creamers)

I have a hosting plan with Site 5 Web-hosting and i would like to set  
up an official mirror for php.net
My Server is located in

231 Market Place, Suite 180
San Ramon, California 94583

Also even if I couldn't become an official mirror I could still host  
my own cant I. Also how often can I sync my server with php.net.
I currently have
17500gb of disk space
15.5tb of bandwidth per month.

Finally what cron job command do I need use to set up my mirror to  
sync with the whole site currently i have
rsync -avzC --timeout=600 --delete --delete-after \  
rsync.php.net::phpweb /home/php/public_html/

Currently i have the domain set up as phpmirror.creamersrealm.com
