    You can check out the list of mirrors at
http://php.net/mirrors.php.  We generally only accept new mirrors for
countries in which there are less than two official mirrors already,
and only if the server is physically located in that country.
Malaysia, as you mentioned, has only one mirror at present.  As such,
if you have a server physically housed in the country of Malaysia that
you would like to donate as a mirror, we would most likely be happy to
accept it.
