Hello, regarding an israeli mirrror

I know that there are already 2 in my country, but il.php.net often works
very slow. sometimes it takes a few minutes for the page to load (not always
thought, sometimes it works well).
I was wondering if you can look into it to confirm it, and let me know if
its possible/needed to setup another mirror
