Sorry for a long delay with the answer, due to New Year and Christmas 
holidays in Russia. We'll be glad to host an official PHP mirror, and 
we've already started to set it up following the instructions on your 
web site. I'll get back to you as soon we set up the mirror, most 
probably by tomorrow morning your time.
