Hello, my employer would like to set up mirroring for one or more under-served countries.

There are no php.net mirrors yet in a large number of countries. Since I 
work for a company that regularly does business all over the globe, 
we're willing (and able) to install/set-up/provide one or more local 
mirrors in countries that lack them.

As a starting point, would a Columbian mirror be appreciated? Is there 
another country where the donated resources would be needed more?
