setting up mirror not in documentroot

Hello,

I will set up a PHP mirror in Ethiopia.  My primary reason is to give
people at Jimma university easy and quick access to the PHP documentation.

Internet connections are very slow and from time to time none existant
in Ethiopia.

For several reasons I can't setup the mirror with an own virtualhost or
directly under the apache document root.

Is the php website build to be able to run under e.g.
http://www.ju.edu.et/~mirrors/php.net/

A first glance on the code, suggest it doesn't...?  Or am I incorrect?
