PHP Mirrors: Real-Time Communications?

    Greetings, all;

    I know you're getting bombarded with emails from me, and I'd like
to apologize.  Now, with that said, what if there was even more
communication, but on a regular basis?

    What I would like to discuss with you all is the idea of having an
always-on chat system (IRC, Jabber, et al) for official mirror
maintainers to join, which would allow not only for quicker two-way
communication between yourselves and us, but also among yourselves, as
well.  In addition - and here is the most important part - I would
like for the mirrors program to evolve into more of a democratic and
participant-driven entity.  Over the years, I've worked with dozens of
you individually, in public or in private.  I've barked orders from
time to time and you've consistently been gracious enough to go along,
even when I'm acting the part of an Army Drill Sergeant[1][2].

    So I'd like to gather your opinions and see if we can start
something up right away, and others can join in over time.  If we
reach eleven similar opinions in favor of doing this (>10% of the
mirror maintainer population), we'll set the ball rolling in the
direction of the general consensus.

    To begin, there's just two two-part questions:

        1.) Should we do this, and would you participate?
        2.) Should we use something public like IRC or something
private like our own Jabber server?
