The mirrors list was updated, and pa2.php.net was deleted.

Reason:
Mirror never came into compliance with Summer 2012 Overhaul, and no
response received from maintainer.  Mirror had been
&#34;grandfathered-in&#34; with regard to sponsorship, and is thus
permanently expelled 01-OCT-2012 without the possibility of
re-enrollment.
