The mirrors list was updated, and ie2.php.net was deleted.
Reason:
Mirror never came into compliance with Summer 2012 Overhaul, and no
response received from maintainer. Expelled 01-OCT-2012.

Mirror is not displaying php.net, but rather a generic 404 message.
Deactivated with email sent to maintainer on 01-APR-2011.

automated canned reply with a ticket number. However, upon final
inspection prior to expulsion, mirror appears to be up, functional,
and current. Reactivated 04-APR-2011. [danbrown]
