retiring be1.php.net mirror

Hi,

after several years of providing the be1.php.net mirror server, we are no
longer going to provide this mirror, unfortunately.

I know that Nucleus (a Belgian hosting provider) expressed the will to step
in as a mirror provider in the past, they are on the waiting list if I'm
correct.

This will be effective as of tomorrow.
