PL1 is down

Hello there.

PL1 mirror is down, at least for a week. Can we mark it as inactive?

Apart from that I think that we have some design failure here. When 
local mirror is down people can't browse any pages on php.net because 
they are still redirected to mirror. Short term solution is manually 
changing URL to use another mirror, but I think that it can be 
problematic for majority of visitors. I'm aware that changing this 
behavior isn't easy, but I just wanted to draw attention to this problem.
