Hello,

If possible, may I suggest to have some kind of re-test mechanism to reduce 
false-positive.

For example, if the 1st regular test failed, then wait for 5 minutes and 
test again, if the 2nd test fail too, then wait for 5 more minutes to test.
If 3 consecutive tests failed, then classify the mirror some problem.

All mirrors are tested hourly.

If we cannot load a page in 15 seconds I feel it is reasonable to mark
that particular mirror as unavailable.

If it is a frequent event that we cannot load a page within 15 seconds
then that is something we need to look at.
If it is a one time event, then it will heal itself next time the test is 
done.
