Hi Jacques,
A fellow mirror maintainer here who wants to provide some input about your issue.
lu1.php.net is pointing to 94.242.192.42 but it is loading a default Apache page:

This is the default web page for this server.
The web server software is running but no content has been added, yet.

I guess you either need to disable the default VirtualHost (it can happen on Debian, for instance) or need to make sure that all of the following are included in your VirtualHost:
ServerName lu1.php.net
ServerAlias lu.php.net www.php.net php.root.lu

(php.root.lu).
Would you be so kind to update the A-record from lu.php.net to
94.242.192.42 ?
