Cause of of problem :
rsync: failed to connect to europe.rsync.php.net: Connection timed out (110)
rsync error: error in socket IO (code 10) at clientserver.c(124)
[receiver=3.0.6]

tr1.php.net server is located in Istanbul/ Turkey. We are currently using
europe.rsync.php.net which has better network substructure for our country
than asia.rsync.php.net or rsync.php.net.

Sync operation has been completed via rsync.php.net. However, for further
sync operations, is it possible to re-establish rsync access to
europe.rsync.php.net?.
