si1.php.net mirror and europe RRN

Hello!

I've noticed I cannot connect to europe.rsync.php.net and so, cannot 
update si1.php.net and it was removed.

Here's the output of rsync:

root@aaa:~# rsync -avzC --timeout=600 --delete --delete-after 
--include='distributions/*.exe'       europe.rsync.php.net::phpweb ~/php
rsync: failed to connect to europe.rsync.php.net (91.199.167.223): 
Connection refused (111)

I've tested americas.rsync.php.net and it's working.

Is there some other port on europe.rsync.php.net or something?
