Moving nl1.php.net and europe.rsync.php.net to different IP/network/datacenter

Hello,

We are moving this system in the coming days to a new IP/datacenter. The old
location will be available for the coming weeks until all traffic uses the
new IP.

Old IP: 91.199.167.223 / 2a00:f10:111::1337:1000
New IP: 94.142.242.175 / 2a02:898:151::80:1

The new system is now ready to be used and configured for
php.streamservice.nl (nl1.php.net points to this).

Svn.php.net / gtk.php.net / people.php.net will not be moved (at this time
or the near future).

The system is located in the same city (and country).
