To enable completely SOAP you can need to

-  uncomment (or write) in php.ini (extension section) the line :

;extension=php_soap.dll

(Check that the dll is well into your extension folder)

- if you will use https url to connect (SSL) you will need too to  uncomment (or write) in php.ini  (extension section) the line :

;extension=php_openssl.dll

(Check that the dll is well into your extension folder)
