Why is -q not listed?

On some page I have found via google it is said that:

php.exe -q -f c:\samples\sample.php

would execute the file "sample.php" and because of "-q" the php.exe suppresses any HTTP headers that PHP might otherwise create/send.

Is this correct/true?
