[PHP-NOTES] note 130454 added to function.htmlspecialchars

After this documentation, even without ENT_QUOTES, double quotes should be replaced (unless ENT_NOQUOTES is set). But it is not (at least with PHP 8.3).

Is this an issue with the implementation or with the documentation?
