[PHP-NOTES] note 130655 added to class.gender

This is not political. This class was written to determine the gender of a firstname. See here for more info: https://pecl.php.net/package/gender
That's why countries and "Error" are included, as you connect to a database that includes countries. It don't understans why this is included as an external library would be more appropriate and the dictionary seems fo be unmaintained.
