so where are we at?

I guess we are waiting for "the vendors" to mull over the current  
proposal of keeping the drivers CLA'ed in PECL, while the core and  
spec stay without a CLA. That being said, a number of key contributors  
are not yet convinced that even that proposal is ok with them.

At any rate, maybe an alternative approach would be to look once more  
if there are other layers out there, we could adapt to our needs? That  
way we would have to spend less time on the RDBMS specifics and would  
therefore free up more ressources to just work on the PHP specifics.  
Then again stuff like libgda currently are not yet windows compatible.  
Opendbx might be another alternative and I am sure there are tons out  
there. The question is how much time we could safe leveraging one of  
those layers compared to the performance/control we might loose for  
having to work with another 3rd party layer. However this might make  
one of the key arguments, lack of developers to work on RDBMS  
specifics, less relevant when it comes to balance the pro's and con's  
of finding a way to accomodate the needs for a CLA for some vendors  
willing to contribute.
