Why bring religion into it? Some people - myself included - are more 
concerned about the ability of php.net to maintain code that is shipped as 
part of the PHP core.

Lukas and I were trying to find details of what happened with PDO_ODBC when 
Wez tried to keep it IP-clean. All we could find is told in these two old 
weeklies: http://devzone.zend.com/node/view/id/1443#Heading2 and 
http://devzone.zend.com/node/view/id/1484#Heading5. You have to admit that 
the problems described there were concrete rather than spiritual in nature.

Yes, on grounds of karma alone, and those limitations are forever shifting 
around depending on each individual's areas of interest, ability and level 
of commitment.

Suspicion, fear... you're missing a lot here. This is where we come when we 
want to _enjoy_ programming. Sign something, and it's immediately closer to 
becoming a job. Sign something, and you're taking legal responsibility for 
it and trusting that you'll somehow be protected if things go pear-shaped.

What actually prevents those willing others from joining php.net and working 
on the project in the normal way?

It should - if it happened to be playing by the same rules as the rest of 
php.net we'd all be passionately keen to have it there. It's when people 
start saying 'well now let's have one rule for this section of PHP and 
another rule for that section'....

If the whole of PHP had been CLA'd from the start it wouldn't be an issue. 
But it wasn't, and the current contributors joined with that understanding.
