Yes. It prevents stupid errors going in. If you and your code are unknown, 
your best bet is to send in a patch - and keep doing that until you have a 
reputation for good work.

There's a difference between restricting access on grounds of technical 
ability (as happens now) or on which company you happen to work for (as is 
proposed).
