Thread Safe vs Non Thread Safe

Please excuse my ignorance, but exactly what is "Thread Safe" and "Non
Thread Safe"? I'm not a programmer, but I've been  using PHP for years, and
now when I want to upgrade, I see these phrases I'm unfamiliar with.
