IMO (and FWIW), CLAs do not belong in any official php.net project. I  
have already explained the reason why in the past, so I won't repeat  
myself, but a CLA violates the basic principle under which everything  
"officially" PHP is developed, and it should not be allowed to enter  
the project in any way.

Perhaps PDO2 can simply be an external project, maybe hosted at  
Sourceforge or some other such site?
