We haven't discussed this yet, but one ideas was that if a CLA mechanism was set up, Zend could administer it, since they already have machinery in place for the Zend Framework. The draft CLA we proposed is ground breaking in that it is the first ever that does not require a legal entity. A good analogy is common law marriage; the PHP Group has been around long enough that it can be recognized as fulfilling this role, without having to have the official paperwork filed. (IANAL etc. etc.) So we are not proposing that a legal entity be formed. --Wez.
