Net_URL2 allows to "unset" certain parts of an URI by calling the setter
with the FALSE value.
This is not overall useful but by the original design of the class.
Therefore an application of this principle should be transparent when
using the class.
Testing in context of the report in #20385 did reveal, that setter and
getter for userinfo were breaking this principle when userinfo was set
to FALSE. The getter would then return a zero-length string instead of
the explicitly used FALSE.
