For example, go to http://pear.php.net/package/Image_Canvas/download/
and hover your mouse over the first bug tracker link, ie the one in "Doc
Bug #19253	incorrect-fsf-address". 

Note the text in the alt text box that appears.

Look at the actual title that follows the link, which matches the page
title of the bug the link leads to.

Does not seem to be any release-date correlation at all, 
either, so probably not linked to any particular 
version of pearweb.
