This bug has been fixed in SVN.

If this was a documentation problem, the fix will appear on pear.php.net
by the end of next Sunday (CET).

If this was a problem with the pear.php.net website, the change should
be live shortly.

Otherwise, the fix will appear in the package's next release.

The file itself (SVG.php) says "See the enclosed file COPYING" which
isn't enclosed, so you could drop that line. I will forward your POV to
openSUSE legal team though, so they might think over theirs.

Where does it say that shipping a license file is required? The license
notice even mentions the possibility that a license file is missing, and
refers to an online version. Finally, the LGPL explicitely handles the
absence of a license version.

The file SVG.php within the package states:

* See the enclosed file COPYING for license information (LGPL). If you
* did not receive this file, see http://www.fsf.org/copyleft/lgpl.html.

There is, however, no 'enclosed file COPYING' in the package. The LGPL
license
requires that a copy of the license be distributed with the package.

Accordingly, upstream should be notified about this - alternatively (as
an
inferior solution), we should add the COPYING file ourselves.

Note also, that no mention is made of what version of the LGPL the
package is
licensed under. This should also be addressed.
