it reverts a fix you committed that apparently broke proxies -
PEAR/Downloader.php uses the same code I just committed, and has been
doing it that way for years.  Not that I'm pointing fingers or anything
;).  I don't use and never have used a proxy, so if this breaks things,
please do revert.
