Desire to Submit a Feature/Enhancement to SOAP

I want to submit a feature/enhancement I wrote into SOAP_WSDL that 
allows for nillable params and minCount=0 params when using the overload 
extension. I have already completed work and want to submit it for 
review. The generateProxyCode() and _addArg() functions have a few new 
lines to facilitate this new feature.

I am seeking your approval to move forward. How should I go about 
becoming a registered developer and submitting my patch for review?
