You misunderstood something badly. We will not force you to anywhere. git.php.net is used as backup of your repositories, and if you want - only if you want - it can be the primary repository. You can use github happily, and the data will be synced *to* git.php.net. The other way round is also possible, committing to the (primary) git.php.net repository, and get it mirrored to github.
